New grocery store, high-end apartments coming as part of $35 million Elkhart project

City leaders broke ground on a more than $35 million project which is the latest phase of Elkhart’s River District revitalization. The project will include a new grocery store and high-end apartments. The goal is to bring new life to the downtown.
